[Swig-devel] Prepare for another release

There is a request to make a new SWIG release to support Octave 4.2 -
https://github.com/swig/swig/pull/875. Unless there are any objections I'll
do this later as soon as it has been merged into master. Karl let me know
when you can do this.

Jitka, as not much else has changed, I don't think it is worth the trouble
of checking this on Fedora with a release candidate unless you would like
to check that Octave 4.2 is working first.

swig co-maintainer already backported Octave 4.2 support to Fedora and
it works properly.
